Council approves former butcher shop’s transformation into a three bedroom flat in Blackburn with Darwen.

Mr. Qadger wanted to make a flat. Someone checked out the space. The bottom part was empty then. It used to be a butcher shop, until last September.
The top floor was used for storage back then. This approval only covers the shop front and apartment itself. Any other changes need a separate go-ahead.
The idea transforms the space into one flat. It will have three bedrooms. They asked neighbors about it by mail. Nobody had any issues with the plan.
The council thinks it’s fine. They don’t think noise will be a problem. They also saw no major concerns for future residents. The council team that handles public safety has no objections.
The windows will face the front and sides. The distance between buildings isn’t ideal. However, it’s a similar arrangement as before. So, the council finds it acceptable overall.
There are rules about flat sizes. A three-bedroom flat needs enough floor space. This new flat follows those rules. It also has the bedroom sizes it needs.
The new shop front is quite small. It allows access to flat upstairs. The council consider that good enough. The design looks nice and fits in well. It won’t disrupt the area or make roads unsafe, they said.
