Unauthorized outbuildings on a Blackburn estate spark planning issues, resolved with backdated approvals after council intervention.

Gareth Bullen built a big outbuilding at his three-bedroom home, prompting complaints from neighbors. He will now move it to be less obvious. A report explains that Gareth’s house is on Fern Crescent, part of the Green Hills development, and he’s moving the building after the fact.
The second case involved two outbuildings. Neighbors sent two letters protesting the original plan, as the backyard has two levels consisting of a patio and garden.
The outbuilding sat close to the property line, and someone viewed it from a neighbor’s window, deeming it too prominent. This negatively impacted the neighbor, so Gareth changed his plan and will move the building away from the boundary. The new plan seems okay, and the council approved the revised plan.
Dr. Temidayo Adeyeye also built without permission but got approval to keep two outbuildings. His house has four bedrooms and is also on Fern Crescent. The planning officer wrote a report recommending approval, explaining that he needed permission after enforcement got involved, so it was also after the fact.
His backyard also has two levels, featuring a patio and a grassy area. One building is a small shed that sits on the patio along the property line. The second building is a BBQ hut. Both buildings look normal, are in the backyard, and people can’t easily see them. Nobody objected to his application.
