Population is expected to increase by 11,603 people, including 3,005 within working age. The plan also targets 1,360 affordable homes by 2035. New development will focus on major settlements.

These settlements include Bargoed, Blackwood, Caerphilly, Risca, Pontymister, and Ystrad Mynach. Smaller areas like Bedwas and Newbridge are also considered, with planners prioritizing town centers for new sites.

The council prioritizes investment in South-East Wales Metro to maximize benefits. They shifted from a Maesycwmmer redevelopment idea after councilors raised concerns about transport infrastructure, and the Welsh Government disliked new road plans there, leading to the exclusion of the Maesycwmmer site from the new plan.
