Council investigates a new car park on Mersey Street after apartment plans stalled and signs appeared.

A big apartment block was planned for that spot. It was supposed to be ten stories high, and the building included a rooftop garden. The plans were approved in April 2021.
The demolition went fast, but lately, construction stopped. The site looked pretty messy. Recently, things changed a bit as workers cleared the land and fixed up the area.
Now wood barriers replaced the metal fences. Euro Car Parks put up their signs, indicating they will use it as a car park. It will operate all day and night, with payment via an app or phone.
This is odd because Time Square car park is nearby, a huge, council-run parking garage. The Warrington Guardian tried contacting the land owner for an update on progress but did not get a reply.
The council says you need permission for a car park. Warrington Borough Council started checking things out and are looking into the car park plans now.
The council spokesman confirmed the need for permission. The apartments lacked parking plans. Planners found it okay because of Time Square, as the building was supposed to help the area and improve Mersey Street’s look.
