Council rejects funding to save Cefn Fforest leisure centre. Closures planned for cost savings.

Shane Williams called the center “vital,” emphasizing the council must try hard to save it and noted their health suite investment from last year and fears users will now be pushed out.
The council plans leisure center closures to save money. Bedwas, Cefn Fforest, New Tredegar, and Pontllanfraith Leisure Centre face closure.
Etheridge wanted the cabinet to fund improvements at Cefn Fforest. Grant money or reserves could address costs. He mentioned a new hub in Caerphilly town, costing £13 million.
Andrew Whitcombe rejected Etheridge’s suggestions on money. Etheridge suggested scraping a deputy chief executive post and privatizing the leisure center.
Some members favored the leisure center but not using reserves. The council says it lacks “rainy day” funding, with most reserves for specific projects like schools.
Dawn Ingram-Jones questioned which reserves Etheridge meant and if it was a one-time or annual expense. Etheridge wanted one-off spending before privatization.
Chris Morgan stated Caerphilly has no privatization plans. He called using reserves for maintenance wasteful and wondered what happens when the reserves run out.
Morgan stated they face a large budget gap estimated at £47 million by 2028. Whitcombe broke the tie to defeat Etheridge’s proposal.
Williams urged everyone to respond to the public consultation. He wants people to share their views to help save the center.
