He said neighbors did not object, and Clare Pritchard felt the family’s situation was unique. She said normal rules should be ignored, and she would approve it.

Zak Khan agreed, feeling the neighborhood impact would be small. Bernard Dawson worried about setting a precedent, and Dave Parkins warned it would look bad.

Scott Brerton called it a tough decision, but special needs justified approval. The committee voted six to four to approve, with one abstention.

Munsif Dad was pleased with the result, saying the committee made the right call. He said Hussain was doing his best for his family and thought it would blend in well.
