The council refused permits in March 2023. They viewed it as greenbelt development, fearing neighbors might be bothered by dog noise.
Muddy Trails appealed that decision and lost, but only on greenbelt issues. Noise wasn’t that big a deal, but they had one year to move.
Now, they got permission to stay because they changed their plans a bit. A new building must now be taken down, and they want to add to existing ones.
The council now supports the new plan because extensions will all be less than half size. It keeps the greenbelt “open.”
Dog noise is still a worry, but the inspector disagreed on noise before, and no one has complained about noise lately. Locals expected them to close.
One person objected to the plan, mentioning noise and parking. The daycare has six parking spots, and drop-off times are spread out.
One council member mentioned getting advice first, and another said the oversight was clear. A member said the owner learned her lesson.
