Council approves Eastgate barn conversion to a 95sqm house. Concerns addressed through design changes.

Durham County Council said yes on February 7th. The new house will be 95 square metres. This size fits the rules.
The barn is near Horsley Hall. It stands 77 metres away. The hall is a special building. The area has high landscape value.
Someone worried about the new design. Stone and wood might hurt the view. Fewer windows made the plan okay, and it better fits the area now.
The road people had no problems. The old entrance is safe enough. Bat surveys showed no issues either. They must add a bat or bird box.
Nearby farm buildings caused noise worries. These barns are now gone. This fixed the noise problem.
Approval arrived on February 7th, but has rules. Build within three years, they said. Show and approve building materials too.
Approve landscaping and lights upfront. Build only during certain hours too. Fix the entrance before moving in. They approved it under a 1990 law.
Before building, get building okay. Tell them two weeks before work starts. Ignoring rules may bring trouble.
