Council approves plan for house to become a HMO in Grange Villa. Interior changes only, external untouched.

Marvin Hazell owns the place. He asked to turn it into an HMO. This means it will house multiple people. He applied December 24, 2024. Durham County Council said yes on February 18.
They said yes because of local rules. These rules allow certain changes without full permission.
The council confirmed it follows the 2015 planning order. This makes the application lawful and it falls under a specific section of a 1990 act. No extra planning permission is needed.
Other rules still matter, though. Consent is vital for building regulations. Mr. Hazell needs to talk to the Regulations Team. He also needs an HMO license, as per the Housing Act of 2004, and should contact the Consumer Protection Team.
This certificate only covers what is in the decision. Changing the plan could lead to trouble.
The application included layout plans and noted no big machines needed. The house is viewable from the road, and there will be no extra land use changes; only the interior gets changed.
