Horley, 47, confessed to sending explicit images to what he thought was a 14-year-old on Grindr. He received a sentence.

The prosecutor, Mr. Ballinger, spoke in court. Horley thought he messaged a 14-year-old boy, but it was actually a fake profile. This occurred between March 12 and 19, 2024, where he discussed doing sexual acts with the “boy” and spoke of acts he wanted to do.
It started on Grindr, where Horley sent a suggestive message. Their talk moved to another platform and continued for six days. Horley was also a parish councillor, representing Chiseldon and Lawn for the Conservatives since May 6, 2021. He confessed to sending explicit pictures to the person online.
Police linked the account to Horley. He was arrested in March 2024. Mr. Ballinger noted Horley fully admitted guilt. Horley said he had a tough year because his relationship ended, and he raised his daughter alone, feeling lots of pressure.
Horley told police he made a bad choice, joining the app when lonely on a Saturday. He “stupidly” got involved in the chat. Mr. McCann represented Horley and mentioned he has no prior convictions, sending nude pictures of himself but not requesting nudes in return.
Investigators examined devices from Horley’s home and found nothing else suspicious, suggesting it was a one-time offense. His former partner cared for his daughter, and social services are giving support, limiting Horley’s contact with her, which impacted his life greatly.
Judge Dickens told Horley it was a serious crime. She said kids online are very vulnerable to predators and added these apps are dangerous for them.
The Judge said he was a man of good character who has now lost a lot due to this conviction. This conviction will stay with him as part of the penalty.
Judge Dickens gave him an 18-month community order and 40 rehabilitation days. He will be on the sex offenders register for five years. Horley must also pay a fine of £3,000, a £114 surcharge, and £85 costs, totaling £3,199.
Detective Constable Walsh spoke about the case, noting his team protects children online and arrests offenders like Horley. He hopes it sends a strong message that they target offenders who could harm kids.
