Affordable housing also sparks debate. The developers are Bankfoot APAM and NPV Leeds. They offer nine discounted properties to rent, though this is less than rules require. A study said more isn’t doable money-wise now.
Council officers see the homes as useful. They are near the city center. The report says it helps Holbeck’s growth and that redevelopment adds to the area’s ongoing changes.
Approval requires some financial contributions. The funds go towards parking and transport. They also improve pedestrian and bike paths.
The panel will probably let the officer decide. The chief planning officer can approve it, depending on meeting specific conditions.
