A former Newport foster carer is facing jail after admitting to possessing child abuse images. He worked with local children.

Newport council learned about the allegations last year. Since then, he hasn’t worked for them. He worked with children in several places, including local authority settings. When he worked with children, someone was always watching him, and he never provided personal care alone.
He became a foster carer in 2023. The council did background checks on him, but they ended his fostering role in 2024 when they learned about the allegations.
His crimes did not involve the kids he cared for. The charges were about downloading images, and no local children were involved in these images. The council understands parents’ concerns.
The council could not talk about the case earlier due to ongoing legal matters. However, they answered direct questions from people and offered support when needed.
Breslin-Green admitted to making indecent images and there were different categories of images. He had 40 category A images, 64 category B images, and possessed 91 category C images.
According to Cardiff Crown Court, he committed these crimes in April and May last year. Breslin-Green must now register as a sex offender.
His lawyer asked for a pre-sentence report, stating that Breslin-Green had no prior convictions. The judge agreed to create this report, saying all sentencing options, including prison time, were still possible.
The judge wants to know more about him to help decide the right sentence. Sentencing will happen on March 6, and Breslin-Green was granted bail until then under specific conditions.
