This house on Cefn Road gives people low-level support. Residents get a private bedroom there, while sharing the living room, kitchen, dining room, and garden.

Support staff will be there day and night. Two people can work during the day, while the night shift may only have one person. The two-story house has a drive, and you can find a bathroom and shower room there. This house sits in a normal neighborhood.

Mason & Young Ltd made an application for a legal certificate, falling under Use Class C3(b), which means it’s one household with care. The certificate says this use is okay now, following planning rules from 1987.

They did not plan any changes to the building, as it already got approval once to use it as a home for children. Past plans sought small changes, too. Some were okay, but one plan was refused.

Newport Council heard nothing back from the public, and the property fits Use Class C3(b) requirements. People living there act as a single household, sharing costs and having shared duties, and they will also receive care.

It won’t change it to a care home by law. The application got approved, so all’s good. It follows rules about crime and the Equality Act, and it also follows the Planning Act of Wales.

There is no big impact expected, encompassing issues like crime or the Welsh language. No need to check the environmental impact, as the changes seemed too small to matter. They made their choice on February 13.
