A plan to convert a Froghall Lane house into a nine-bedroom HMO has been submitted to Warrington Council.

The building has two entrances, 41 and 41a. The utilities connect both parts of the property. Number 41 has four bedrooms now. It also has a lounge, kitchen, and other rooms. It used to be a small HMO, but now it’s empty. Number 41a has two bedrooms inside.
It contains a lounge, kitchen, and bathroom too. A single household lived there most recently. Now, it sits vacant as well. The plan is for a nine-bedroom HMO. They want to change from a normal house.
Some outside updates include vent grills for the bathrooms. They plan small layout changes inside the building. Some walls will move. The plan meets space standards for a large HMO now. The plan reconnects the two property sections inside.
The area suits this scale of development, they say. It was one property split into two before. Large HMOs face no restriction in this area. So, using the building as an HMO is appropriate.
The plan includes no private parking spaces. They cannot add on-site parking spots. The rear yard is small. Access options limit parking too. Nearby streets have some parking limits. Rolleston Street has resident-only parking.
Residents know about the parking issue already. They know before signing any rental agreements. Public transport details will be available. They will create ten bike storage spaces in the back. The plan includes one guest bike space by the entrance as well.
