Council approves dog pool near Pakenham windmill despite risk assessment concerns. Public support swayed the decision.

He asked for permission to put up the pool. The council committee talked about it at a meeting. They didn’t agree with a previous “no” from officers. They wanted a new risk assessment beforehand.
People seem to really want this dog pool and the council got 105 letters from people supporting it! They think it helps the windmill, not hurts it.
The risk assessment said it wasn’t good. It claimed the pool would harm the windmill and it could also hurt the council’s image. But residents really like the idea. Nobody complained at all about it.
Kate Ashton is even confused by the refusal idea. Andrew Brownlie says the pool helps the windmill. Lots of people visit because of social media and he says he’ll protect the old building.
The councillors discussed it again. They quickly said yes to the pool plans. They disagreed with the officers again too. The decision to approve was unanimous.
