A 68-year-old man from Penybont received a ten-month sentence for breaching sex offender rules in Welshpool, Powys.

In June 2024, Roe received a suspended sentence after admitting he failed to meet sex offender rules three times. Roe failed to update his details by November 11, 2024, though he was meant to update them every twelve months. He admitted guilt in January at a court in Welshpool.
Judge Parry said Roe had a “cavalier” attitude about following the court order. Roe, from Penybont, was sentenced in 2015 and got three years for crimes against a child. These crimes took place between 1998 and 2001.
Roe has been on the sex offenders register since that conviction. This is required after being convicted of certain sex crimes. William Griffin, the prosecutor, spoke next, noting Roe received a ten-month suspended sentence last year.
Griffin said Roe filled out a form in November 2023, but did not fill out another form in 2024. Roe had been reminded of the rules often, and he has three prior convictions for similar offenses, along with a warning in 2020 for traveling abroad.
Griffin noted these were new, serious offenses, justifying activating the suspended jail time. Miles Wilson defended Roe, stating Roe mixed up the dates. Roe thought he had until November 8 to sign.
Wilson explained the date changes yearly. Roe used his son’s birthday for reminders, but confused it with his sister’s birthday instead. A report mentioned his general disorganization, adding he texted a police officer to sign earlier.
Roe wanted to sign before a probation meeting, but the officer texted back, saying he missed the deadline. Judge Parry then addressed Roe directly, stressing these were serious offenses concerning young girls under fourteen.
The judge said Roe breached the order soon after they were made to protect the public, particularly young girls. Roe ignored the requests despite reminders and supporting documents.
Judge Parry acknowledged Roe’s past compliance, but felt Roe deceived them. Though prison is tougher now, the sentence can’t be suspended, as the public would not expect this again. Roe will now serve ten months in prison.
