They had to meet a big requirement first. They needed to create a construction plan. Planners had to approve this plan in writing. The builders must follow it completely.
The plan stated where workers and visitors will park. It showed the routes for construction trucks. It described cleaning mud off the road. It also showed where the soil pile went. They will manage dust problems on site. Trucks can turn around easily as well.
