Ryan Stephens is banned from owning animals for a year after neglecting his bulldog, Loona, leading to severe skin issues.

Stephens cannot own animals for a year. This began on February 5th. Loona lost her fur. She had untreated skin issues, like fleas. These problems caused her to lose her hair.
Sian Burton gave a statement to the court. Loona seemed happy to see people. But she had very little fur on her body. Her skin looked bad. It smelled yeasty, and she was very itchy.
Loona rubbed against things for relief. Her skin felt warm and had scabs. She scratched a lot. Burton got permission to take Loona to a vet. The vet confirmed Loona suffered for months.
Gwent Police were then contacted about Loona. The RSPCA took Loona into their care. RSPCA Inspector Simon Evans commented on Loona. Loona was almost completely bald.
Her skin felt hot and looked red and sore. Despite this, she was alert and very friendly. Loona went to RSPCA Merthyr Tydfil Vet Clinic. A vet examined her and took skin samples.
The vet treated Loona’s skin issues. They used steroids to reduce inflammation. She also got antibiotics to fight infection. The vet used anti-parasite medication. Special shampoo helped her skin heal too.
The vet believed Loona suffered for months. The owner failed to get Loona vet care. This neglect caused Loona undue suffering. The vet shared this professional opinion.
Stephens was caring for a relative in mitigation. He should have done better, but struggled. He was not trying to hurt Loona on purpose. Stephens faced a difficult time in his life.
Besides the ban, Stephens got a fine. He had to pay £200 as a fine. He also had to pay an £80 victim surcharge. Stephens paid £700 toward RSPCA expenses.
Loona is now fully recovered from her issues. She is ready to find a new family.
