High parking fees discourage visits, pushing residents to online shopping and delivery.

I saw some steel beams next to the river. They looked rusty and had angle brackets. I wondered what they were for. There are already lampposts nearby, but the beams seemed too strong for flowers. Why would we need hanging baskets, anyway?
Could it be for a transport system above ground? Maybe they will support a roof over the path or perhaps they’re for statues of councillors! The river is shallow, so retrieval would be easy. Does anyone know what they will be used for?
Easy parking is gone, sadly, and disabled concessions are also gone now. I dislike dealing with parking fees and I do not use a smartphone. This makes visiting the city harder, so I shop online instead. Vans deliver my purchases now.
I know I am not the only one doing this. I also avoid the coffee shops and salons downtown.
