Council approved a flat above a Torfaen pub to be converted into six bed and breakfast rooms for pub guests.

The Whistle Inn is near some nice scenery. The approval lets them add six bed and breakfast rooms. Each one needs to have its own bathroom.
Simon Pritchard wrote a report. He works for the Torfaen Borough Council. He mentioned a caravan on the Whistle Road site. They had denied it permission before. That caravan was meant for overnight stays. It was to support the pub and caravan park.
The council rejected it last November. Simon said it’s still there. He also noted other issues at the site. They are investigating other planning rule breaks. It sits just south of Garn Lakes nature.
The pub isn’t inside Blaenavon’s development area. It’s in the countryside and a World Heritage Site. It is within an area of historical interest.
Simon said new building is usually banned there. But, bed and breakfast conversions meet policy. This helps existing buildings. The rooms must support the pub downstairs. Paul Garratt applied on the pub’s behalf. He said they intend to only use rooms for pub guests.
