Illegal parking disrupts Trowbridge town center. Councilor Kirk urges more enforcement. Officials respond to complaints.

Kirk said people avoid paying for parking, so they park in loading bays on Wicker Hill. He feels there isn’t enough enforcement there, and businesses have suffered because of these parking problems. One business even left Church Walk. Loading bays are for loading only, he said, but people use them for quick shopping trips.
Nick Holder responded to Kirk, stating they enforce loading bays to keep them open for deliveries. Holder is in charge of highways and hasn’t heard complaints from Trowbridge businesses. Town councils, not Wiltshire Council, fund free parking.
Stewart Palmen, who leads Trowbridge Town Council, also wants stricter enforcement. His call happened in January, after photos showed cars illegally parked on Wicker Hill where there were double yellows and “no parking” signs.
Palmen said illegal parking remains a problem they are trying to address, but more work needs to be done. He saw a car get a ticket, suggesting patrols do happen, though not often enough.
Holder again responded to Palmen, saying they heavily enforce loading bays across Wiltshire to keep them open. He hadn’t heard recent complaints from businesses there. Town councils handle free parking, not the Wiltshire Council.
