Developer appeals after dog park near Livingston was denied due to noise complaints from nearby residents.

Neighbors near the park complained, saying dogs barked constantly, bothering them. The park is near Skivo Wynd, sitting just over 100m away.

Russell’s agents say the council lacks proof of noise. They shared an expert’s report stating noise levels were acceptable, adding the park’s revised layout helps.
The agents noted the objectors live in Skivo Wynd, where many residents own dogs. Park sounds would match neighborhood dog noises, as barking dogs are common there, they said.
Agents rejected the council’s location concerns, arguing the park serves a unique need by providing a secure space for unleashed dogs. Owners needing this won’t use typical parks.
The council responded to the appeal. A government official will now decide.
